Kimberley Process Certificates

The European Union would like to report a fake certificate from Sierra Leone, which shares exactly the same characteristics as another fake Sierra Leone certificate already on the KP website.

The Kimberley Process started when Southern African diamond-producing states met in Kimberley, South Africa, in May 2000, to discuss ways to stop the trade in ‘conflict diamonds’ and ensure that diamond purchases were not financing violence by rebel movements and their allies seeking to undermine legitimate governments.

The Sierra Leone KP authority confirmed that this was an illegitimate KP certificate and that they had taken enforcement action.

The EU would like to alert all KP Participants and Observers of this fake certificate.

The false certificate was uploaded on the restricted side of the KP website.

Trade in rough diamonds (HS Code 7102.10, .21 or .31) is permitted between Participants of Kimberley Process Certification Scheme only on the basis of authentic KP certificates. It is advised that Participants should examine KP certificates to protect against the use of fraudulent KP certificates.

In case of reasonable doubt of the authenticity of a KP certificate, the matter should be brought to the attention of the KP authorities in the respective countries and the KP Chair and Working Group on Monitoring.

The Kimberley Process (KP) is aware of a number of recent incidents where traders have been presented with fake documents purporting to be Kimberley Process certificates from Congo (DRC).

To enable our colleagues in Congo (DRC) to address this problem, we request that any information regarding fake certificates be sent to kpcs.chair@state.gov.

Warning to the public concerning fake Angola & Malaysia KP Certificates

The Kimberley Process (KP) is aware of a number of recent incidents where traders have been presented with fake documents purporting to be Kimberley Process certificates from Angola & Malaysia.

To enable our colleagues in Angola & Malaysia to address this problem, we request that any information regarding fake Angolan or Malaysian certificates be sent to kpcs.chair@state.gov.

The Kimberley Process (KP) is aware of a number of recent incidents where traders have been presented with fake documents purporting to be Kimberley Process certificates from Ghana.

To enable our colleagues in Ghana to address this problem, we request that any information regarding fake certificates be sent to kpcs.chair@dmr.gov.za.
